Just as the VOY undershirts and DS9/NEM division shirts were sometimes made without sleeves (presumably to help the actors stay as cool as possible underneath the multiple layers on set), so were the ENT undershirts.
Lieutenant Reed's/Dominic Keating's ENT undershirts appear to have been the most consistently sleeveless.
